The Yamagata Shinkansen July 1, 1992 (Heisei 4) as a mini-shinkansen line between Tokyo Station and Yamagata Station, using the Shinkansen-local direct connection method that was not based on the Nationwide Shinkansen Railway Development Act, and was extended to Shinjo Station on December 4, 1999 (Heisei 11).

The mini-shinkansen is a system that allows direct operation with the Shinkansen line by changing the track spacing of existing conventional lines, without building new dedicated Shinkansen tracks.The maximum speed between Fukushima Station and Shinjo Station, which is the conventional line section, is limited to 130 km/h.

The Nationwide Shinkansen Railway Development Act defines a Shinkansen as "a main railway line on which trains can travel at speeds of 200 kilometers per hour or more on the main section," so legally the section between Fukushima Station and Shinjo Station is treated as a conventional line and not a Shinkansen .
