In 1898, when labor disputes were intensifying across the country, the Japan Railway Company, , started a dispute demanding wage increases and improved status through job title changes (engineers → engineers, guidelines → engineers' guidelines, firemen → crew engineers, and cleaners → engineers).

Nippon Steel responded by firing the 10 ringleaders, but of February 24th , around 400 engineers walked out, Japan's first simultaneous strike . This resulted in the suspension of all train services on the Tohoku Main Line between Ueno Station and Aomori Station

The Japan Railway Correction Association, which was formed at this time, is said to be Japan's first enterprise labor union.
