Hayashi Shihei , a political economist of the late Edo period and considered one of the "Three Eccentrics of the Kansei Era," was born in Edo on June 21, 1738 (August 6, 1738 in the Gregorian calendar) as the second son of Okamura Yoshimichi, a shogunate official.

Her eldest and second eldest sisters began working at the Sendai Domain's Edo residence, and her second eldest sister, Nao (Kiyo), was selected to become a concubine of Date Munemura, the 6th lord of the Sendai Domain, and came to be known as "Okiyo no Kata." Through this connection, she eventually became a samurai of the Sendai Domain, receiving a stipend of 150 koku, and moved to Sendai-Kawauchi with her brother Tomoyoshi and family

He authored works such as "Illustrated Guide to the Three Countries" and "Discussions on Maritime Warfare," but because "Discussions on Maritime Warfare" was a military book that advocated the necessity of coastal defense, the printing blocks were confiscated and he was later placed under house arrest

It is said that at this time he lamented, "I have no parents, no wife, no children, no printing blocks, and no money, but I do not want to die," and adopted the name Rokumusai .

He died on June 21, 1793 (July 28, 1793 in the Gregorian calendar). His grave is located at Ryūun-in Temple in Aoba Ward, Sendai City, and the name of the area was changed from the former "Hanko-machi" to the current "Kohei-machi" in 1967
