This commemorative day was established in 2012 by Dewaya, a wild vegetable restaurant located in Nishikawa Town, Nishimurayama District, Yamagata Prefecture

Since wild vegetables are in season during spring begins around March when the snow melts is designated as a "signal of spring" and the commemorative day is based on the play on words "san (3) sai (3) i (1)."
