If you are driving, you can access the area via Prefectural Route 59 from the Showa-Oga Peninsula IC on the Akita Expressway. It takes about 45 minutes to get there. You can park your car a little further ahead. As you go down the slope, you will see Godzilla Rock on your right
If you are traveling by train or bus, take the Akita Chuo Kotsu bus bound for Monzen from JR Oga Station and get off at Fukakejima. It's a 30-minute bus ride and a 5-minute walk from the bus stop
